-federal employees cannot be required to contribute to campaign funds or be fired for political reasons-established Civil Service Commission to make appointments to federal jobs on basis of examinations
-worked on most prevalent abuses but forced politicians to look elsewhere for support
-drove politicians to get help from large cooperate leaders
