Description:
- strong central gov- wanted nation to assume the debts so that private creditors and European banks would then have an interest in the nation being preserved
- make a deal with south: get capital located closer to south
- tariff and tax of distilled liquors (whiskey!!!! farmers not happy)
- creates Bank of the US to handle transactions
