Description:

Influenced by the loss in the Peninsula Campaign and launched after the Battle of Antietam. This declared "forever free" the slaves in those Confederate areas in rebellion. However, legally the only place where he could do so was in the loyal Border States where he refused to. In short, where he could he would not, and where he would he could not. Thus the Emancipation Proclamation was more a proclamation than emancipation. It still helped strengthen the North's cause and foreshadowed the ultimate doom of slavery.
