For the members of the Covenant have strained the relationship between civil and savage. However, this Act will set in motion the final stage of the Covenant of Richmond by officially recognizing the dissolution and disbandment of the Covenant of Richmond and its members. All ties between the Covenant of Richmond and foreign bodies will cease. All members of the Covenant will be dismissed immediately. All documents will be redacted from the public to ensure security for any former member of the Covenant. The rights of the people do not end with the Covenant of Richmond but instead grow stronger in the palms of the powerful. The battle of civil and savage ends with the fall of the Covenant.
