in 1608 Cecil had been given a big task and it was to tell the king to stop spending money because he making the English economy go down. Now this was obviously risky because it's the king we're on about so Cecil hinted on it with createing the book of bounties It was a device to reduce royal expenditure. This should be viewed alongside Robert Cecil's revision to the rate of taxation.
