Description:
The Northwest Ordinance forbade slavery in the Northwest Territory, now Wisconsin, Indiana, Ohio, Indiana and Michigan. The only exception to this was criminal punishment. Residents of the territory were required to return any fugitive slaves. This led to the US constitution being adopted, as the Constitutional Convention ended in September.
