On 31 January 1924 the Second All-Union Congress of Soviets approved the Constitution (Basic Law) of the USSR by its resolution. The Constitution stated that the Soviet Union has a flag but the image of the flag has not yet been approved.-----
31 января 1924 года Второй Всесоюзный съезд Советов своей резолюцией утвердил Конституцию (Основной Закон) СССР. В Конституции говорилось, что у Советского Союза есть флаг, но изображения флага утверждено ещё не было.
