Third cousins Kaiser Wilhelm and Tsar Nicholas of Russia exchange a series of passionate telegrams in which the Kaiser assures the Tsar of his attempts to mediate and hold back Austria-Hungary from attacking Serbia; and the Tsar thanking him for trying to keep the peace.
