Description:
The 1st Constitutional Congress was a meeting of delegates from all of the colonies (except Georgia). They met in Philadelphia to talk about what to do about the Intolerable Acts. They decided they must force the British to repeal the acts by cutting off all trade between England and the colonies until the Acts were repealed.
