Description:
Stated that sovereignity was shared between the monarch and the parliament. It also said that only a minority of the male population could vote, and some individual right were restricted. The state was centralised, and the governments controlled the provinces with provincial councils, so progressives, who were against this, radicalisated. They split into democrats, and republicans.
