Description:
Democrats had control of the White House and Congress and a new law was passed. For Douglas to build a transcontinental railroad, Douglas needed Southern approval. He introduced a bill to split the Nebraska territory in two, which would be Nebraska and Kansas. The people in each state would decide rather slavery eould be free or not. The bill was signed by President Pierce in 1854
