Description:

117 A.D is when the Roman Empire stopped expanding because the political leaders thought it was no longer viable and was a senseless venture. Which was a great strategic decision but was made too late. Rome was able to manage their empire because of the structure of self governing provinces until 212 when they opened citizenship to all free people. But this made the Empire much to hard to manage. The combination of the strain of the citizens and the expanse of the empire depleted their resources and so the decline of Rome began.
