Description:
- medicare gave people over 65 in PR purchasing power in private sector (new funds channeled to private sector) (undermines equity in distribution services)- medicaid initially helped public sector (just gave all of grant to DOH), but AMPR got us congress to install the 50/50 thing and the 20 million limit later 30)
