- in response to unionist victory, gov william hunt bill that act on 1899 discovery of hookworm on island; lobby for islands funds to be direct towards creating Commission for the Study and Treatment of Anemia in Puerto Rico
- Grew out of survey that said the problem was diet and that hookworm was generalized problem in PR, but by 1904 commission said was a coffee-region problem; parasite thought to undermine rural workers productivity and lives
- Broader campaign goal: cure tropical anemia (hookworm iron def. one factor); appeal to phys and planters
- Framed it as a worm problem rather than starvation, climate, hygiene, etc.
- Camp was kind of a failure (didnt do anything to control reinfection, hookworm was not fatal in the ways that were described)
