This is the idea that when one nation or European state becomes to powerful, an alliance among the other states of Europe should balance the agressions of the predominant power. More broadly its goal was to preserve independence of European states, big and small, and it represented a new form of foreign policy and politics where states became involved in alliances purely for their own self-interests.
