Reasons:
- Division of the revolutionaries
-> different social classes
-> two major groups: liberals & democrats
- the Lords cooperated
- too high-minded goals -> not achievable
- counter revolution of the Lords
-> had support from the military and were able to regain power

Consequences:
- Small German-Solution (without Austria)
- single states remain but they have a common constitution
