George Pullman laid off workers and cut wages 25-40%, but did not lower rent or consumer prices. The American Railway Union (skilled and unskilled railway workers), led by Eugene V. Debs then organized a strike that paralyzed the economies of 27 states and territories in the Western part of the United States.
