Legislators of the pan-democratic camp were dissatisfied that the secretary to the bill committee asked members to indicate whether they would adopt the guidelines of replacing James To by Abraham Shek in written circular, describing the incident as a coup. The Secretary General of the Legislative Council, Kenneth CHAN, replied that the Legislative Council Secretariat assisted the Council in its operation in a professional and neutral manner.
