The Bilingual Education Act of 1968 came to pass with the momentum of the Civil Rights movement and the National Education Association’s The Invisible Minority Report of 1966. Despite the misconception that bilingual learners were not strong academically, bilingual education programs were experiencing success, specifically in Florida at Coral Way Elementary School in response to the influx of Cuban refugees. The BEA provided federal funding for Title VII programs for students who were limited English proficient and from lower socioeconomic homes; however, local schools were not required to adopt bilingual programs for students. The BEA has been reauthorized several times from its introduction in 1968 through 1994.
