Like almost everything else in Ancient Rome, their origin story is based on the gods. To be more specific, the demigods Romulus and Remus. The myth pretty much says that Romulus and Remus fought over the name/location of the new city they were creating, and the argument ended in Romulus killing Remus. He then named the new city Rome after himself, and went on to rule as its first king. Apparently he did a pretty good job as first king, he established various institutions, built up the military and formed the government system. Obviously it isn’t true, but as far as the Romans were concerned this event began the rise of the Roman empire.
