President Harry S. Truman of the United States of America recognized the new nation on the same day as David Ben-Gurion, who was the head of the Jewish Agency. Ben-Gurion declared the establishment of the State of Israel. The fledgling State of Israel was faced with many challenges. While fighting a war of survival with the Arab states who immediately invaded the new nation many were penniless refugees from Europe.They needed immediate health and social services in addition to acculturation to their new home.
