- Pact between President and Army for army agreeing to support the WR as long as the government quashed left-wing agitation- Kept the military, as a largely self-governing institution that operated outside of civilian control.
- Future governments of the Weimar Republic would thus be dependent on the goodwill or lack thereof of its leadership.
