After UN trade sanctions were imposed, Saddam tried to win support form other Arab nations by saying he would remove Iraqi troops from Kuwait if Israel removed their troops form Palestine. The Arab states did were still angry about the formation of Israel. However this attempt failed and most Arab states still condemned his actions.
In Kuwait, troops were gunning down thousands of protestors and taking others as hostages
