Not long after the Three Banners War broke out, the Separatists who remained in the Imperial City saw it completely torn apart by Daedra and Xivkyn.
Torn over what to do, a veteran General; General Nipia, orders the three most experienced members of his Legion — Captain Drusus, Captain Priscus, and Captain Virgilus to each be stationed in front of all bridges leading to the Imperial City.
Though their numbers were spread thin inside the City walls, his Captains obeyed his order, going to guard the entrances to ensure no one from the Factions could enter and fight each other within the City.
Legion Zero, a Loyalist group of Imperial Legionnaires, aided Empress Clivia's undead soldiers as well as Mannimarco's Daedra in fighting the Separatist units inside of the City, but both sides remained vigilant, and they were, (and still are,) at a standstill.
General Nipia understood that the Imperial Legion Separatists needed to obtain a foothold in the war. Because he was raised in Wayrest, he had a comprehensive understanding of the culture and geography of High Rock, and therefore decided he could use this to the Separatists' advantage.
He traveled to High Rock in an attempt to spy on the Covenant and recruit runaway Imperial soldiers in order to bolster his forces.
