Description:

The Assembly believed it had sovereign right to make these changes without needing to consult the pope or church. The focus would be on improving the administration and organisation of the church. 30 bishops protested that they could not support the reforms unless the church has been consulted in some form. Assembly refused as it believed that it spoke on behalf f the nation therefore sovereignty came from the people
