Two imperialist military factions arose:
- Koda-ha, the more radical faction
- Believed in military dictatorship with Emperor
- Opposed the USSR (saw war as inevitable)
- Emphasised national "spirit"

- Tosei-ha, the more moderate faction
- Believed in legal military influence with the government
- Supported relations with the USSR
- Emphasised modernisation of the army

- Large political instability

- Frequent change of Prime Minister and government officials

- Growing influence of the military

- Waring of Koda and Tosei factions
