- A treaty signed between the USSR and China- Included a small lone of $300 million dollars from the USSR to China
- Also included assistant Soviet experts
- Lots of Soviet aid came in the form of loans and had to be paid back
- This perceived exploitation contributed to the later souring of Sino-Soviet relations
