By 11:30, the central checkpoint at Bornholmer Strasse is inundated with people who are beginning to push their way across the border. Realizing the valve-solution will not protect the border, guards, or citizens; the border guard commander L.C. Harald Jagar decides to simply open the gates without checking papers.
