The BIM Industry Working Group’s report to the Government Construction Client Group in 2011 recommended a phased strategy approach to deliver a structured government sector capability to adopt BIM over a 5 year period. The report proposed a push–pull strategy, with the supply chain urged to reach a minimum level of performance, now known as ‘Level 2’, by 2016.
