Arkansas wrote Amendment 28 as follows:
By establishing new legislation into congress, this amendment will increase the amount of ideas and constituents voice cycling through congress. This will also help with the legislation by relieving focus on getting re-elected and allowing more focus on the legislative tasks at hand .
a) No Senator having been previously elected can be elected in the next election. He/She must wait 6 (six) years before being eligible for re-election. The Senator may, however, move into the House of Representatives, so long as it complies with section 2 of this amendment.
b) No member of the House of Representatives may be eligible for re-election after have being elected for 3 (three) consecutive 2 (two) year terms. The member of the House may, however, move into the Senate, so long as this does not conflict with Section 1 of this amendment.
