Outlined in Hay's Open Door note in 1899, a policy that China was opened to trade to all countries on an equal and impartial basis rooted in America's interest to exploit China's resources. Also favored by anti-imperialists especially because it promised to protect China's territorial and administrative integrity. Not accepted by all countries, but not denied either - so it was said to be accepted. Little legal standing U.S. was not prepared to enforce it
