Description:
It included Title I provisions applying to disadvantaged students. Required states to develop assessments in basic skills. To receive federal school funding, states had to give assessments to all students at select grade levels. This Act was controversial and Congress replaced it in 2015 with the 'Every Student Succeeds Act, turning the programs over to the states.
