Starting in 1991 every year the attorney general gathered information for the recent 5 years and the high administration region has had over 50,000 immigrants.Visas are given to countries in regions that don’t meet the quota
To qualify for the visas the immigrants must have a high school diploma or the equivalent
The secretary of state must keep track of the immigrants age, occupation, and education
