The 1961 ‘Regional Development Plan:
Regional Growth’ prepared by the
Auckland Regional Planning Authority
envisaged the creation of an ‘orderly, coherent, decentralised metropolitan
region comprising a main or parent area
surrounded by a cluster of communities.
Each of these parent units and cluster
communities would have, to varying
degrees, its own decentralised
functions and would rely on the
one metropolitan core for the true
metropolitan functions and services’.
