Description:
This was the first time the federal government officially recognized ELLs (called speakers with "limited English speaking ability" at the time). The act has since been reauthorized four times (in 1974, 1978, 1984, and 1988) to adapt to changing times. While monumental, this act took the "sink-or-swim" submersion approach to learning English which resulted in high Hispanic dropout rates at 75%.
