Description:
Cardinal Richelieu was the chief advisor to Louis XIII. He wanted to centralize France, so he took steps toward doing so. Cardinal Richelieu made Huguenot cities tear down their city walls, and he declared that Protestant nobles weren't allowed to have their own armies.
