Under the Education Amendments of 1972, Title IX prohibits the discrimination of students and staff at public schools. Due to this, schools began spending more on women's athletics, which in turn increased women's participation in sports. Title IX is also cited for decreasing the female high school dropout rate and increasing high education rates in females. At the start of Title IX, only about 7% of high school athletes were female. By 2018, this increased to 42%. Title IX challenged stereotypes and encouraged girls to take part in athletics. Cultural norms and gender norms were changing. Sport was no longer a man's game, but a woman's as well.
