Description:

- initially, relief was provided by local gov'ts and charities
- Bennett finally gave in a provided money for relied budgets
- 10-15% of Canadians on relief
- families had to prove that no one could help them
- had to turn in 'luxuries' (radios, cars, phones, etc)
- relief was vouchers to get food, given once a month tho usually lasted half the month
