To complete his quest to control Mesopotamia, Hammurabi went north and east. Soon after the fall of Mari, Hammurabi conquered Ashur and Eshnunna, achieving the latter by damming up the waters and starving the city. By 1755 BCE, Hammurabi controlled most of ancient Mesopotamia.
King Hammurabi is said to be the most powerful king of Mesopotamia, but the neo-babylonian kings ended up being the most powerful until Cyrus the Great took over.
