This is a good thing for Riel because an amnesty is basically forgiveness for anything he did, which is good. Without it, he most probably has a price on his head and is wanted for treason. I think it is treason because he started a rebellion against the Canadian government, but not to take it over. His intention was to protect their own land and culture.
