Description:
At the seventh International conference of American States, the US declared the Good neighbor policy operational. By its terms, no sovereign state in the region had the right to intervene in the affairs of other sovereign states. 19 countries in the Americas signed the Montevideo Convention and this led the US to withdrawing marines from Haiti and Nicaragua as well as giving Cuba a free hand in its own domestic affairs.
