Under the Housing Restructuring Act (1992), the state housing agency was required to make a profit and market rents were introduced into the state housing sector. In a policy shift away from ‘bricks and mortar’ subsidies, to a tenure neutral demand side subsidy, the Accommodation Supplement was introduced to assist all low-income households with their housing costs. The radical nature of the reforms had a profound impact on the public housing sector resulting in considerable tenant churn and rising housing costs
