Description:

Implemented in 1886 by the colony of Newfoundland’s Government, the Bait Act required France and United States fishermen to purchase bait from newfoundland if they wanted to fish off the coast. This was an effort to help bolster Canadian fish exports to europe by eliminating some of the competition. Although, it was not entirely effective at dealing with the problem until confederation in 1949.
