This was a sort of a chipping away at the Neutrality Acts of the 1930s. FDR finally secured the passage of this act, which committed the U.S. to lending weapons and supplies to the Allies so that they could fight against the Axis Powers. Military production thus increased significantly, and it would help prepare the U.S. when it eventually joined the war.
