The executive Order of 9066 relocated all Japanese Americans into camps because of the war the Japanese had started with the U.S with the attack on Pearl Harbor. This signifies change because FDR signed this executive order since he thought the Japanese were a threat to be dealt with and the Japanese Americans might also be a threat
