Description:
Moscow had accepted his reforms and so Dubcek was encouraged to continue - announcing plans to open their borders and introduce complete press freedom.
This was a step too far and in June, the Czechoslovakian border was chosen for Warsaw Pact military exercises - designed to intimidate.
Then in July the Warsaw Pact met without Czechoslovakia and issues a joint letter.
It acknowledged that each country had a right to individuality but warned that a challenge to the system in one country could risk the whole system.
Brezhnev then held meetings with Dubcek to try and convince him to reverse the reforms but to no avail.
