Tsar Nicholas II wrote a letter to the Grand Duke about him taking over. His letter had thanked Nikolai for serving as the Commander-in-Chief. He had also said the he had now time to take day to day control of the Russian Army. His decision to take control was made virtually unanimous cabinet opposition.
