Description:

The parlement was essentially upper class and did not want to see more power fall to the third estate. The provoked outrage among its leaders who now saw the parlement as an enemy. They evoked a pamphlet war. Louis XVI made some concessions in an attempt to improve the popularity of the monarchy. In 1788 he agreed to double the representatives of the third estate. There was however no change to voting procedure so an increased number of reps. was meaningless.
