When Mussolini gained power in Italy, he developed contacts between right-wing forces in Spain. Mussolini promised aid to Spain in case of a war, and when war broke out, he finally gave his aid after a few weeks of deciding what to do. However, his soldiers were called volunteer troops, as to not offend people in the League of Nations. He gave aid to General Francisco Franco and his Nationalist forces and during the first three months of the Nonintervention Agreement and sent 90 Italian aircraft and refitted the largest ship owned by the Nationalists.
