(early feb) Senate agrees to Cicero's proposal that Antony's army, should they not desert him for Hirtius, Pansa, Brutus or Octavian by 15th March, they shall be considered enemies of the state.
This is effectively a declaration of war against Antony.
(February) Senate legalizes Brutus' usurpation of command in the east
